Disruption of Multi-State Organized Retail Crime Ring (Case Reference: 2500005682 | Date: April 79, 2025) Impact on Town Safety: Directly dismantled a sophisticated criminal operation targeting our retail corridor and recovered high-value stolen property, thereby protecting local businesses and deterring future economic crime. Outcome Summary: On April 7, 2025, Flock LPR data was utilized to track a suspect vehicle involved in a major shoplifting incident at the Polo Ralph Lauren store at the Clinton Crossing Premium Outlet Mall. Investigative leads developed through Flock showed the vehicle had traveled to Groton, CT, after the larceny. Detectives used this information to confirm the identity of the suspects, who were later located at the Providence Place Mall. The four suspects were apprehended, and over $9,000.00 in stolen merchandise from Polo Ralph Lauren was recovered. Further investigation revealed the suspects were connected to an organized crime group and were being investigated by several other law enforcement agencies.

An officer quickly located the vehicle on East Main Street and conducted a motor vehicle stop. The stop resulted in the arrest of the operator. A search conducted at the scene led to the seizure of cocaine and fentanyl, along with drug paraphernalia. The operator was arrested for possession of the stolen vehicle, driving under suspension, and possession of narcotics (second offense).

Outcome Summary: On August 13, 2025, officers responded to a report of a missing person who suffered from dementia and was feared to be lost after contacting his family from Fairfield County. A Silver Alert was issued. Flock LPR technology was actively monitored, and an alert received at approximately 2130 hours placed his vehicle in Madison. This real-time information was immediately relayed to Madison PD and the Connecticut State Police, leading to the safe recovery of the missing individual.

Outcome Summary: On June 3, 2025, the Flock ALPR system generated an alert on a stolen vehicle entering the Clinton Crossing Outlets. Officers quickly responded, locating the vehicle on the lower level parking lot. The operator was taken into custody inside a store. Upon processing, it was discovered that Rivera was a highly sought-after offender, wanted on ten total outstanding warrants.

Multi-Crime Resolution Using Real-Time Alert During Holiday Retail Peak (Case Reference: 2500016219 | Date: November 29, 2025) Impact on Town Safety: Confirmed the LPR system's effectiveness as an investigative link, connecting a vehicle entering the high-traffic retail area to a separate felony, leading to multiple arrests just after Black Friday. Outcome Summary: On November 29, 2025, a Flock Alert was received for a vehicle traveling toward the Clinton Premium Outlets. The vehicle was flagged because it was involved in a robbery/larceny case that occurred at Big Y on November 26. Patrol units assigned to the outlets immediately located and stopped the vehicle as it entered the property. The stop led to the identification of the robbery suspect and three additional arrests of the vehicles occupants for drug-related charges (possession of drug paraphernalia). This swift action prevented the suspect from potentially committing further retail crime and successfully led to multiple apprehensions.
